The Tech Diplomacy Global Institute (TDGI) has signed a five-year Memorandum of Understanding with the UAE Government Accelerators to launch the Global 5X AI Impact Accelerator Program, a new international initiative to move AI governance from policy dialogue to concrete, measurable implementation.

Signed on the occasion of the World Government Summit 2026 in the United Arab Emirates, the agreement brings together the UAE Government, TDGI and the Global Center for AI Governance (GCAIG) to support the deployment, governance and scaling of AI solutions through cross-border, multi-stakeholder projects designed to deliver tangible public value.

At the heart of the Global 5X AI Impact Accelerator Program is a shared execution framework that enables governments, international organizations and ecosystem partners to translate AI ambitions into real-world outcomes, focusing on five priority domains where AI can generate rapid and scalable impact: sustainability, society, health, learning and livability.

The program builds on the UAE Government Accelerators model, established in 2016 to help government entities deliver measurable results within compressed timelines; the model has engaged more than 2,000 public-sector leaders, addressed over 100 complex challenges, and been studied by Harvard Business School and Harvard Kennedy School as a reference for turning ambition into action.

Under the MoU, the Global 5X AI Impact Accelerator Program will apply the UAE Government Accelerators’ 100-day delivery methodology to artificial intelligence, emphasizing coordinated delivery, institutional capacity-building and results-driven execution, with a strong focus on accountability, trust and measurable impact.

In the coming weeks, partners will launch an open call for projects inviting governments and private-sector organizations to submit proposals for selection and acceleration, with a focus on implementation-ready AI use cases such as AI-enabled public services, responsible AI governance frameworks and institutional capacity-building initiatives aligned with national and regional priorities.

Through this partnership, the UAE Government contributes a proven execution model and global convening power, the Tech Diplomacy Global Institute brings expertise in international cooperation and tech diplomacy, and the Global Center for AI Governance provides governance and responsible AI expertise to ensure that accelerated projects are trusted, inclusive and globally aligned.

“The UAE Government is accelerating AI adoption and transforming ideas into tangible, globally impactful outcomes. The Global 5X AI Impact Accelerator Program translates the UAE Government’s vision of strengthening strategic partnerships in future-focused sectors,” said H.E. Huda Al Hashimi, Deputy Minister of Cabinet Affairs for Strategic Affairs, Government of the UAE.

“Through our collaboration with the UAE Government Accelerators, we are moving tech diplomacy from concept to capability, contributing to accelerating trusted, inclusive, and globally aligned AI transformation, with a focus on delivering impact where it matters most,” said Ayumi Moore Aoki, Founder and President of the Tech Diplomacy Global Institute.

“This partnership represents a decisive shift toward execution in global AI governance conversations. Through our partnership with the UAE Government Accelerators and the Tech Diplomacy Global Institute, we are working with governments and international partners to translate responsible AI commitments into real-world projects that strengthen institutional capacity, build governance ecosystems, and deliver measurable public value—particularly in regions that have too often been excluded from shaping the AI future,” said Dr. Rachel Adams, Founder and CEO of the Global Center for AI Governance.

By applying a proven, time-bound acceleration methodology to AI, the Global 5X AI Impact Accelerator Program directly addresses one of today’s central AI governance challenges: bridging the gap between commitments and implementation, while positioning the UAE as a global hub for AI execution and international cooperation.
