Call for 5X AI Projects
Program Overview
The Global 5X AI Impact Acceleration Program is a collaborative, accelerated implementation framework established to co-design, accelerate, and deliver flagship AI-enabled projects across multiple sectors. The Program strengthens AI diplomacy by accelerating delivery, translating shared priorities into executable initiatives, and supporting shared governance, responsible AI practices, and practical delivery mechanisms.
This is a new model of cooperation, moving beyond principles and standalone pilots toward accelerated implementation, shared responsibility, and measurable public impact.
The program founders are the UAE Government Accelerators at the UAE Prime Minister’s Office in Dubai, United Arab Emirates; the Tech Diplomacy Global Institute in Paris, France; and the Global Center on AI Governance in Cape Town, South Africa.
Call for projects
We invite government agencies, multilateral organizations, private sector organizations, third sector organizations, and innovators to submit delivery-ready AI projects capable of generating measurable public impact within a 100-day acceleration cycle.
Selected projects will join the Global 5X AI Flagship Portfolio, a curated, multilateral portfolio that demonstrates accelerated AI deployment and tangible results.
The Global 5X AI Impact Acceleration Program is NOT a funding competition.
It is a structured acceleration partnership focused on execution, measurable impact, and scalable public value.
What we are looking for
1. Projects must align with one of the following Anchor Sectors:
- Sustainability (energy, climate, water, resilience)
- Society (inclusion, social services, safety, livelihoods)
- Health (prevention, access, hospital operations, patient outcomes)
- Learning (student success, teacher support, system performance)
- Livability (mobility, city services, permits, quality of life)
2. Projects must contribute to at least one of the following Action Pillars:
- Capability Development
- Innovative Solutions
- Knowledge Exchange
- Trusted Infrastructure
- Responsible Governance
3. Projects must demonstrate:
- Public Value and Measurable Impact
- Project addresses a clearly articulated public problem grounded in real operational need.
- Project beneficiaries are well-defined (e.g., citizens, patients, students).
- Project showcases a clear logic between the AI intervention and expected outputs/outcomes.
- Quantifiable and measurable output/outcome indicators are clearly defined (baseline and target). Note: Preference will be given to projects that improve equity, resilience, inclusion, or institutional performance.
- Innovation and Transformation Potential
- Project demonstrates genuine innovation beyond incremental digitization.
- Project fundamentally improves how the problem is solved.
- Project introduces innovative solutions such as new decision intelligence, predictive capability, or adaptive learning.
- Project challenges existing constraints in a responsible and structured manner.
- Strength & Substance of the AI Component
- Project aims to deploy specific AI methods (e.g., machine learning, NLP, predictive modeling, computer vision, optimization algorithms).
- Project justifies why AI is necessary to solve the selected problem.
- Project highlights feedback loops and/or adaptive learning mechanisms that will be built in.
- Project includes Responsible AI and governance safeguards (e.g., bias and risk assessment, data protection, oversight, accountability).
- Institutional Ownership and Decision Authority
- Project has a formally designated delivery owner (Senior Responsible Officer).
- Project exhibits clear decision rights and escalation pathways.
- Project budget is allocated or realistically securable before the program start date.
- Project is integrated into the organization’s institutional mandate.
- Delivery and Execution Readiness
- Project has a defined scope that can be applied in a 100-day acceleration cycle.
- Project has a clear starting point and operational environment where deployment can occur.
- Project has a defined team composition
- Project has the potential to demonstrate visible results within 100 days.
Note: The project must be execution-ready and not an exploratory research proposal.
- Scalability and Replication Potential
- Project addresses systemic challenges rather than isolated inefficiencies.
- Project can be replicated across cities, agencies, countries, or organizations.
- Project has the potential to generate reusable frameworks or modules.
- Project demonstrates regional or cross-border relevance.

How will the acceleration work? The 100-day delivery cycle
Define outcomes. Confirm authority. Anchor governance.
During this phase:
- Project outcomes, success metrics, and 100-day targets are validated.
- Decision rights, governance structures, and escalation pathways are confirmed.
- Responsible AI safeguards and data governance requirements are identified.
UAE Government Accelerators (UAE GA): Introduce the acceleration methodology, structure milestones, validate execution readiness, and ensure projects are delivery-ready before entering the sprint.
Tech Diplomacy Global Institute (TDGI): Ensure alignment with AI diplomacy priorities, global governance frameworks, and institutional adoption pathways. Position the project within broader multilateral objectives.
Global Center on AI Governance (GCAIG): Advise on governance maturity, policy readiness, and responsible AI safeguards, particularly in cross-border and emerging economy contexts.
Map the system. Align stakeholders. Design the 100-day journey.
During this phase:
- Stakeholder influence, authority, and escalation pathways are mapped.
- Adoption risks and institutional friction points are identified early.
- The 100-day goal is set, and the roadmap is designed around visible quick wins and measurable outcomes.
UAE Government Accelerators (UAE GA): Guide stakeholder mapping, structure the 100-day milestones, refine implementation plans, and establish execution routines.
Tech Diplomacy Global Institute (TDGI): Facilitate coordination across partners, ensure institutional coherence, and align implementation with international best practices.
Global Center on AI Governance (GCAIG): Provide governance advisory support, assess regulatory implications, and strengthen institutional preparedness for AI deployment.
Build. Test. Deploy. Iterate.
During this phase:
- AI systems are deployed in real operational environments.
- Milestones are tracked against the 100-day goal.
- Adoption barriers are addressed in real time.
UAE Government Accelerators (UAE GA): Act as Lead Delivery Orchestrator, maintaining 100-day sprint discipline, supporting the removal of bottlenecks, and ensuring progress toward the set goal.
Tech Diplomacy Global Institute (TDGI): Support strategic coordination and ensure that lessons learned inform AI diplomacy and institutional capability-building.
Global Center on AI Governance (GCAIG): Monitor governance safeguards, advise on ethical risk mitigation, and support documentation of responsible AI practices.
Demonstrate impact. Prepare replication.
During this phase:
- Impact is measured against baseline and target metrics.
- Governance structures are strengthened for long-term adoption.
- Replication and scaling pathways are developed.
UAE Government Accelerators (UAE GA): Support the transition from pilot to scalable implementation model.
Tech Diplomacy Global Institute (TDGI): Position project results within the Global 5X AI Flagship Portfolio and multilateral policy dialogues, strengthening AI diplomacy impact.
Global Center on AI Governance (GCAIG): Document governance lessons learned and contribute to evidence-based frameworks for responsible AI adoption.
