Tech Diplomacy Expert Councils

Where technology meets statecraft: four councils, one mission.

The Tech Diplomacy Expert Councils are the intellectual engine of the Tech Diplomacy Global Institute. They bring together more than 90 senior policymakers, diplomats, scientists, and industry leaders to anticipate how frontier technologies are reshaping international relations, and to give governments the frameworks they need to respond.

Each council focuses on a technology domain where diplomacy is being redefined: artificial intelligence, cyberspace, quantum technologies, and outer space. Councils convene quarterly, publish policy frameworks and briefings, advise Tech Ambassadors and foreign ministries, and shape the agenda of the annual Tech Diplomacy Global Forum at UNESCO.

The Four Councils

AI Diplomacy
Council

Artificial intelligence is now the central axis of geopolitical competition between nations. The AI Diplomacy Council builds governance frameworks for sovereign AI, cross-border data flows, and multilateral cooperation on frontier AI safety.

Cyber Diplomacy
Council

Cyberspace is where states cooperate, compete, and clash every day. The Cyber Diplomacy Council advances norms of responsible state behavior, protects digital infrastructure, and builds cyber capacity worldwide.

Quantum Diplomacy
Council

Quantum technologies will redraw the boundaries of security and encryption. The Quantum Diplomacy Council prepares governments for the post-quantum transition and shapes norms before capabilities outpace them.

Space Diplomacy
Council

Orbit has become critical infrastructure for every nation on Earth. The Space Diplomacy Council addresses satellite governance, space traffic management, and the diplomacy of a congested and contested orbital domain.

The councils follow a tiered publishing model, from rapid analysis to flagship research, so their expertise reaches the right audience in the right format:

  • Insight Briefs: short, timely analyses of breaking developments in tech diplomacy, authored by council members and published in Insights
  • Research & White Papers: original research on emerging governance challenges, published to inform debate and shape policy, available in Publications
  • Policy Frameworks & Toolkits: actionable frameworks, negotiation playbooks, and practical guides for governments building tech diplomacy capacity
  • Briefings for Governments: closed-door policy briefings for the Tech Ambassador network and partner governments, delivered through the Institute’s advisory services
  • Contributions to the Global Technology Diplomacy Report: each council contributes the thematic analysis for its domain in the Institute’s annual flagship publication
  • Forum Sessions: councils convene their annual plenaries at the Tech Diplomacy Global Forum at UNESCO and shape its thematic agenda
  • Executive Education: council members support the curriculum of the Tech Diplomacy Global Executive Program in their domain
