Ayumi Moore Aoki is the Founder and President of the Tech Diplomacy Global Institute, which she established in 2025. She leads the Institute’s work with governments on the appointment of Tech Ambassadors, its convening of the annual Tech Diplomacy Global Forum, and its research and advisory programmes.

She is the author of the Global Technology Diplomacy Report 2026, the Institute’s first flagship publication, a comparative study of how more than twenty countries and regions are embedding technology diplomacy into their foreign policy and governance architectures. Her research introduced the WAT framework — diplomacy with, about, and through technology — which extends the analysis of tech diplomacy beyond the largest technology powers to smaller states and countries of the Global South. In 2025 the Institute launched the Samarkand Declaration on Tech Diplomacy, unveiled alongside UNESCO’s 43rd General Conference.

She is also Founder and CEO of Women in Tech® Global, headquartered in Paris and active in over 70 countries with a community of more than 500,000 members.

Ayumi serves on UNESCO’s International Consultative Group of Experts for Closing the Gender Gap in Science, the World Economic Forum’s Global Future Council on Advanced Manufacturing and Value Chains, and the Advisory Board of the Global Center on AI Governance. She is a doctoral candidate at École des Ponts Business School (Institut Polytechnique de Paris), where her research examines the institutional design of tech diplomacy.

Born in Brazil to a Brazilian mother and Japanese father, she spent her formative years in South Africa during apartheid. She began her career in technology in 2008 as a self-taught coder and founded Women in Tech® Global in 2018. She is based in Paris.
