Ilan Manor (PhD Oxford University) is a digital diplomacy scholar and senior lecturer at Ben Gurion University of the Negev. Manor’s 2019 book, The Digitalization of Public Diplomacy, was published by Palgrave Macmillan. His 2024 co-edited volume, The Oxford Handbook of Digital Diplomacy, was published by Oxford University Press. Manor has authored more than 50 academic articles examining the impact of digital technologies on diplomacy. His most recent work examines how AI platforms and applications are reshaping the diplomatic landscape.

Manor has taken part in training diplomats from numerous foreign ministries and has advised various governments on how to best fuse technology into their foreign policy. Among other he has advised the foreign ministries of Belgium, the EU, Germany, Greece, Lithuania , the Netherlands, Slovenia, Sweden, the UK as well as diplomatic bodies such as the UN and NATO. Manor has also given lectures and taught classes in world renowned universities including Oxford University, Science Po, The London School of Economics and the University of Southern California.

His upcoming book, Digital Diplomacy: The First decade, will be published by Routledge in 2026.
