The Samarkand Declaration for Tech Diplomacy
On November 1st, 2025, world leaders gathered in Samarkand, Uzbekistan to launch the world’s first global movement ensuring every nation has diplomatic capacity to shape the digital future.
Held alongside UNESCO’s 43rd General Conference, the ceremony represents the first step of an international process that will bring the Declaration to every region by 2027 and achieve universal adoption by 2030.
Technology is reshaping global power dynamics and transforming international relations at unprecedented speed. The Tech Diplomacy Global Institute stands at this critical intersection as the world’s premier institution bridging technology and global policy.
Established in collaboration with UNESCO, we are the first global platform to invite nation states to appoint Tech Ambassadors and unite them under one neutral, multilateral forum. We advise governments on digital transformation, convene global leaders to shape international standards, build institutional capacity, and produce research that defines the future of technology governance.
